What is a Citizen? Lets Ask the New Zealand Government.

I was looking up the legal definition of CITIZEN and CITIZENSHIP as apparently we all should have one or be one. So As I said, looking up the word and couldn't find a LEGAL definition.
Ok, lets look up the Legislation. http://legislation.govt.nz and look up Citizenship Act and so forth.... nothing. Sure, there is a Citizenship Act 1977 and although Citizenship is the header, they do not define what it is. Hmm.
Well, all acts are bound by the Interpretations Act of 1999, lets look there.... nothing.
So I called the Government and left a message.
