France opposed it because it had done dirty business deals with Saddam (a little factoid that Chirac failed to mention).
Also, France had repeatedly violated the UN sanctions and done business directly with Saddam. And finally, France is involved in dirty wars in Chad and Ivory Coast RIGHT NOW.

In another country with another regime sanctions would be imposed for fraudulent behaviour and corruption.
The sanctions only affect the innocent citizens mostly.
Democracy is a wonderful thing where fraudument behaviour gets rewarded.
Send in the military to overthrow this regime.
