As both a conservative and a comedian, I'd say this guy is really just ok. His jokes work because they're very pandering, and the way he laughs obnoxiously after his jokes is not good presentation. He did have some good stuff in there, though.

If you consider that he clearly hasn't got much experience, he wrote the majority of that on the day and didn't have jokes to fall back on; he didn't do too bad!
He did better than some big time comics I've seen!
I really liked the, "you can't have a gun if..." Bit that was awesome :D
