Although the two stations shared similar internal layouts, Babylon 4 was much larger than Babylon 5, and actually had engines which could physically move it through space if necessary. While Babylon 5 only rotates in one direction, Babylon 4 had two sections rotating in opposite directions. It was the largest of the Babylon stations and certainly the largest structure ever built by humanity. The Earth Alliance spared no expense in its construction and the station actually survived its completion in 2254 (unlike the three previous stations). Babylon 4 was defended by a high level defense grid and armed with enough firepower to take on up to 3 warships at any given time. The reason for this was due to the threat of sabotage or attack from those that did not want to see Babylon 4 succeed in it's mission to promote peace. Assigned with the specific duty of overseeing the final stages of construction was Major Krantz. Earthforce was in the process of selecting a commanding officer for the station when it disappeared 24 hours after going online with all on board including Krantz.

@Dms12444 Actually, at the end of "In the Beginning" we see one of the Babylon stations being destroyed while under construction. I think it's generally assumed that it was Babylon One (or "Babylon Station" as it was called at the time, before it was blown up.)

I always thought it was a shame that they made forgettable TV movies like "The River of Souls" and "Thridspace" rather than perhaps making a movie about Sinclair and Zathras on B4 fighting in the previous Shadow War.

@KaneinEncanto A station rolling just one direction would tend to impart motion to the rest of the structure causing it to move in other directions, if slowly enough that just thrusters would likely handle the excess. However, a sudden problem could send the whole thing spinning out of control. Counter-rotational sections would tend to even this effect out and over all be more stable, not requiring extra thrusters and being less susceptible to sudden mechanical failure sending things spinning.

The one thing I can't quite figure out is why it has the counter-rotating sections at all. The stations rotate to create the illusion of gravity via centripetal force. Centripetal force doesn't particularly care which way the rotation is going. It seems like it would have just made more sense if they'd rotated the same direction. In addition counter-rotation would mean more transfer points between the two as well as the low/zero g areas? o.0

@Fbueller129 Delenn lead an expedition that found it I think it was in a decaying orbit of a planet or something she recovered the records from it including a letter from Sinclair or Valen as he was known then, before it got destroyed. I don't know what exactly happened to it between the end of the Last Shadow war before they awakened and the point that Delenn found it though maybe you can find out online.

actually, after B1-B4 got blown to bits, earth alliance said,"okay, let's make another, but we think it will blow up so, here's 1,000 credits!(likely cost of babylon 5, 1,000000000000000000000000000000000000000000000000000)"
and then the narns, minbari and some others gave funding.
