"Top secret" has become a synonym for government incompetence.
Why can't you tell us anything about bin Laden? Top secret.
Did you actually prevent any plots by trapping people in Guantanamo? Uh, sure, but it's top secret.
Did torture produce usable information? Sure, sure, but we can't tell you about all the lives we saved because it's top secret.

The incriminating evidence here is the failure of US Intelligence to publicly declare the "new" footage a fake, or at least highly suspicious.
That failure is damning. Unfortunately, we know who benefits.
