U.S. citizens being enemies of the state happened waaayyyyy before this bill. Think back to Abe Lincoln's time and the Civil War. 12 Stat 319, General Orders 100, and several more made American people an enemy to D.eceit C.entral. This isn't the first bill and it won't be the last. They already have all the power over "citizens" that they need. They're just trying to ruffle feathers to see who jumps over this. They want to test the waters to see how many forces they will face.
