We used a system similar to this in the 70's below Bonneville Dam on the Columbia River in Washington State fishing for sturgeon. We used a Airboat drive system.
This way of planting a bait in the hole has been around for quite a while.

I use rc to much better effect, too much opportunity to tangle fishing line, use larg e servos and lawn tractor battery for power and ballast, this one wont work in choppy or rough water

Choppy water is a good poitn with the heavier power supply. But the RC will limit your range. No way around that unless you mount a shortwave tower on your boat too.
