it is compulsory to read ta'awuz when beginning to read the quran and it is compulsory to read the tasmiyah at the beginning of a surah, however you do not need to read tasmiyah if you are starting from the middle of surah..

my favourite reciter but y does he not begin in the name of Allah the kind the merciful??
infact most reciters from the ahle sunna omit this crucial part of the quran??
