Er, no, beta is NOT a demo, a beta is an unfinished product. Software goes through a number of stages, depending on how complete it is. They are pre-alpha, alpha, beta, release candidate, release to manufacturing.
Betas are regularly released to public, such as the Halo 3 beta or the CoD4 beta, as a very efficient way for the developer to get feedback and discover bugs in their product, as well as being a good hype-building tool.
