i have a small rockford fosgate amp that one channel has been shorted out(the guy that had it before me let the positive and negataive touch till it blew the fuse) can this be fixed?

The short circuit protection should have protected the amp from touching the positive and negative speaker terminals together. Since it did not, you can assume that your output transistors will be damaged for that channel and maybe the gate resistors. This is definitely repairable.

This sounds like output transistors that are going bad. They probably are not short circuits yet, but have been damaged due to excessive heat. When the amp engages these transistors they begin to draw excessive current, which trips the short-circuit protection. When the protection removes the power from the transistors, intrinsic capacitance is left across the legs of the transistors. This is discharged through the speakers probably causing the pop. The process then starts all over.
