The rise and expansion of agriculture demanded more water. Water lifting devices started to be invented or developed by agrarian societies. The pulley came first, the Joto followed, and then the Persian wheel must have developed.
Here is a Joto at work in Orissa. All human power, no electricity, no carbon emissions...

Give me a lever long enough
and a fulcrum strong enough
and a place to stand
and I shall move the world
