Part 1 of Congressman Jim Oberstar's opening statement at an April 16th, 2008 hearing on his legislation to fix the Clean Water Act. Two decisions by the U.S. Supreme Court have created backlogs for developers and builders and left some water unprotected. Oberstar's bill is meant to undo the damage cause by the Supreme Court.
If that does happen I would get the bank whom I am paying the mortgage involved in this because I would not be paying for that part of the property any longer. Nor would I pay taxes on that part of the property either.

Under this act, if I have a small depression on my land that sometimes fills up with rain, then that depression is now owned by the Federal Government.
