Dr. Ralph Wilson and Jill Whalen discuss Google's new policy to reduce PageRank when they detect a website trying to manipulate rankings using paid links. Jill suggest showing care, using rel='nofollow' tags when necessary, and making sure any paid links are in context.
Jill did so deliver on the title of the video. She said to put a nofollow attribute on all of your outbound advertising links.
Of course you won't be able to sell any more text links this way, and it has nothing to do with how to make sure your inbound paid links are not penalized in any way... but that's a different story...

She did give us a way: Go "under the radar" direct to owners of hobby sites and try to get them to link you by making your purchase directly.
