Would be fun if the only fixed places were oil factories that you have to capture to produce income and you could build stuff where ever you want on the water using that income. Like in Tower Wars, build more unit factories to push offensive side or build more towers to increase defenses.

Yeah its a city-building game in its core, also if you are a history junkie Anno 1404 is better.

I have heard it is a good game and I intend on getting it sometime soon, though that is more of a grand strategy along the lines of the total war games isn't it?
