This reminds me of the likewise shopping mall in Oyama Tokyo!
Great ambiance and a thrill for small town guy like me to see this type of mall. I remember the constant presence of sound, trying to catch the attention of prospect costumers. And here it is fair game to be loud, in contrast to places where you are supposed to be calm and quiet and not "invade" on others "private space" (ex train and such).
It was hard to get used to this cacophony, but that's the way it is! :)

how would one go about purchasing a car in japan? and do they have certain rules or things you need to follow for a specific type of car for example like a sports car, truck, suv? or is it all the same?

lol its not a mall its called a shotengai like in kanji is 100 store and then street so basically its a street with many stores while a mall will be a BUILDING with many stores

In English it is called a mall.
It could also be called a pedestrian mall.
They do not have to be contained within a building to be called that.
