Mao in this case refers to Ma-Oh/Maou

which you can safely translate as Overlord (cf. Overlord Laharl from Disgaea, his title is rendered as Ma-Oh as well)

But "Overlord?" That's a new one. I thought it meant "king demon" or "beelzebub" or "devil." At least, that's what the combination of QuickAtlas and Oh! Text Hooker told me when I was translating the word "Mao." (Remember I said that all the lines in this trailer are spoken from the game; I had to manually look for those lines in-game to translate them.)

But it looks like you know better than machine translation, which is to be expected of course.

Ma (魔)=Evil

Ou (王)=King

all your combinations work, but unless we're dealing specifically with realms of Hell/Netherworld/Supernatural/­what-have-you, we can imply that the Evil part from Ma-Ou as a figurative underworld (ie, crime underworld, for example).

Of course, this is quite guesswork, but given Cannoball Run's illegal racing theme (complete, according to this trailer, with unsavory participants), I have faith in my assumptions :3

Actually, Baldanders DOES come from a crime underworld, you're right, but he only works for it, that's not his "origin story," so to speak (in fact a great deal of one of the routes' subplots is devoted to what exactly Baldanders' origins are and why exactly he wants to kill Foxbat).

But he's a cyborg creature and not human and is capable of wreaking all sorts of destruction, which is ALSO part of the reason Higgs nicknamed him "Mao."
