The problem is defo the PSU FAN, it is the bearing on the fan that are off causing the fan to rotate off balance, I have had this extact problem before a few times and the solution is to replace the Fan, if the PSU is out of warrantly then it is a simply jop, other RMA back to the Manf.

I didn't do anything to it. It's the fan inside the PSU that broke after using it for many years. My new PSU is a Zalman ZM600-HP and it works great.

Yeah I did, and I know it's not the fans because they all spin perfectly and make no noise when Its on for a second, but the noise will start 2 seconds after everything is on.

Yes its your PSU. I had this problem before and bought a new PSU.

Also, I wanted to know if you did anything to it to break your PSU? Or it just broke without you doing anything to it?

did you check if any wires were hitting the fan? i'm not too good on gaming computers but what is there inside a power department to make that noise and how powerful is your computer that it actually has to charge up or something? lol

And I think it's just my motherboard that makes it have to "Charge up", it turns on for a split second when I first plug it in, that's just how it is.
