Lack of hot water in the bathroom's basin

This video shows how the coop is closing our hot water which was reduced while the cold water is normal. After the video was taken there was no hot water in the bathroom's area to the point that it doesn't make it all the way up to the shower. The issue is that the coop's board without our knowledge nor consent installed separate water pipes for our apartment inside the apartment above which is a "store front" apartment from where the coop conducts illegally surveillance and sabotage our water supply. As soon as I enter my bathroom to take a shower the board members start running water upstairs simultaneously. The board members who are conducting these illegal acts manually close our water supply at will and play a sick water game closing and opening the hot water intermittently from the apt above with the intent to drive us out of our home through this type of harassment.
