I don't know exactly how the exchange started but I do know that Israel planted millions of US cluster bombs in lebanon after the cease fire agreement. This illustrates the motiv of causing terror to shape the will of the leb. people..sad...however the US and many other dominant countries break International law all the time..no suprise..(sigh)
