Before I came to this fight, I fought the Shroobs. And they gave me not one, but TWO pairs of Shroobs Boots. You saw Junker randomly got the Attack Down Ailment, yes? That's the effect of the Shroob Boots, and it has a 50% chance of working.

Shroob Boots are a random item drop. Before fighting the boss save your game and then defeat them. If you do not get the boots reset and try again. You will get them eventually.
