Yes, that is Ronnie Milsap. Ronnie also sang the theme songs to some other 80's tv shows including J.J. Starbuck and The Rousters.

Micheal Mann had both Dennis Farina and Bill Smitrovitch also star in the 1987 film Manhunter, (of the book Red Dragon) which introduced Dr. Hannibal Lechter (but not played by Anthony Hopkins in this one); they made another version of the Red Dragon book (called Red Dragon this time) in the 00's with Anthony Hopkins and Edward Norton, but IMO, Manhunter is more entertaining and atomospheric (who cares if it's dated so long as it's good? besides, it needs to take place b4 1991 anyway!).
