The only reason China is putting so much money into arms development is simple -

Weapons are not going to be any more "significantly" advanced for the next 50 years without a huge breakthrough in technology. Compare the end of WW2 to weapons today.
Realize the F-22 Raptor is the culmination of some 20 years of research and development. So the Chinese buys technology?
Research and development made it worth buying... For something that may never even be used. That's pretty smart, in my book.
