still puzzles in downpour sucked.

After Silent Hill 3, most of the Silent Hill games weren't the same anymore; they didn't had that "something" that make Silent Hill, Silent Hill 2 and Silent Hill 3 so great and scary.

Having said that from an engine perspective, Shattered Memories an Origins were pretty solid. The engine, all the way down to the level design was rarely glitchy at all.

I wouldn't bet on it a lot if I'm honest, I'm trying to make a point that would affect the company in preparations for The Silent Hill Series. Having said that, I do understand the level of detail that goes on within a studio, but not from a game design perspective - from a management perspective.
To me this seems like the most plausible reason. Why else would Downpour be better than Shattered Memories and Origins (from Story perspective, I understand Both games are lower-end console based)

My opinion from being a game designer myself is that both Shattered Memories and Origins were a break-in for the new studio, To get their engines up and running, think of them as tech demonstrations. As for Homecoming. Homecoming was decent, had reminiscent value of the original games, but wasn't quite there yet.
Silent hill 2 will never be beaten though.
