Its a replacement for the repairgun. Someone converted it to Renegade and I think it looks awesome so I use it :P

if i download thes i can see them but other's can't right unless they have the same skins? or this for sever ownly?

Thats right. This works online and only the people that have the files in their renegade data can see them. Only this isn't released yet.
