I actually know the answer to this. Breeches have the flap on the front that actually covers the fly. The tab in the back is in essence a waist cinch to keep them on without suspenders/braces.
So, sorry Anthony, Ms. Christina is right. The flap is in the front.

If he's right, maybe the pants have a stretchy waist-band, and that flap stops the waist-band from stretching too much. If Christina is right, I have no clue why you would need a flap in the front. Maybe it holds your cellphone (just don't put it on vibrate). XD

Maybe it's there so he doesn't have to hold it when he pees. He can just rest it on the shelf the flap makes.

The flap is an American idea, it holds the pants together, so the fatter your ass gets it won't bust out the seam.
