In order to open the second gate inside the reliquary, you need to complete the quest "An Ancient Key", this is the 3rd quest of a quest-chain.
1st Quest: "Missing Child" - Brightwall
2nd Quest: "Special Delivery" - Mistpeak Valley
3rd Quest: "An Ancient Key" - Bowerstone Academy
(After a quest is done you need to wait approx. a day for it to unlock)

great guide thanks for sharing. can be quite brutal to follow at that speed so i would recommend to others to download it and watch it in media player on a slower setting.
