Actually, most countries do own any lakes and seas within their borders, and have widely recognized jurisdiction over their immediate coastlines--though you are right in one respect. It was inaccurate of me to imply that the government is responsible for the water supply--now that I think about it, in most parts of America, utilities like water and electricity are managed and supplied by private corporations, which is why you pay a water bill instead of a water tax. My bad.

You live in our country, drink our water, drive on our roads, and are protected, as bad as they can be at it sometimes, by our police, firefighters and doctors.
