U.N. Security Council diplomats are meeting in New York this week. They're on high alert after North Korea's alleged nuclear testing.

Diplomats in New York are still in closed-door negotiations after more than a week. They have yet to come to an agreement on a U.N. Security Council resolution that would broaden sanctions imposed on North Korea. The reclusive state's nuclear test last week has already prompted U.S. and South Korean forces to raise their military alert for the divided peninsula. Regional tensions grew when North Korea fired a long-ranged rocket over Japan in April, then just last week test-fired a barrage of short-range missiles and threatened to attack South Korea. A South Korean newspaper reported that Pyongyang is preparing another long-range missile launch. However, last week a U.S. official said testing was "inconclusive" in confirming whether a nuclear device was detonated during the recent tests. The Vienna-based Comprehensive Test Ban Treaty Organization said the blast resembled both an explosion and an earthquake. But the organization said they need absolute proof. Proof in the form of radioactive particles and noble gases, which if detected, are expected this week at the earliest. One Stanford University nuclear scientist believes as much as 4,000 tons of explosives were used in the test. That's because a 4.7 magnitude quake was detected near the area of the test site.
