This was being done by William Burroughs during his tape deck cut-ups and experiments way back in the 60s! Check out "Breakthrough in Grey Room" by Burroughs. Weird random text readings and bizarre tape manipulations all over that recording. He called it "inching" the tape. He was doing it with a reel to reel though, but when I first heard it I immediately made the connection to record scratching. Be warned though it's a spoken word recording, not music. It's pretty strange stuff.
