Im glad bandchick893 made a good point.. it really does mean alot more to Sam then Miley.. Sam wrote this song about a boy she went to highschool with.. and East Northumberland High is the highschool she went to.. you dont have to believe me.. but i know Sam personally... and I know that this is the truth.. Miley was obviously given permission.. but doesnt have the same meaning to her as it does to Sam
