It was supposed to dull and bleak. It is the post-apocalyptic wasteland where radiation causes all living things to expire and dust shot into the outer atmosphere by multiple nuclear explosions dim the sun. Hence no grass or trees.
Not only that, but the requirements for all of these mods are much much greater, therefore less people would be able to play it. Not to mention that it would never run on consoles.
