As to High School drop outs, by the time a kid is 16 they are often beyond a parent's ability to control and often leave the home or are tossed out due to constant conflict. Many parents indeed drop the ball on this but not all. I wasn't a drop out, I was expelled from the 10th grade and then studied and recieved not only a GED but went on to achieve three associate degrees. There are programs for kids who don't do well in High Schoo; that allow them to get a diploma and a 2 year degree.
