The other workers don't wear goggles, only the guy doing the welding wears eye protection.

He's far enough away to safely view this. I mean he must be about a hundred feet. I've watched a actual arc welder from about 20 feet without goggles. Only the welder needs goggles which is why they have their dark face mask. Only when you are (like the welder guy himself) about 1 or 2 feet from the arc is the UV intensity strong enough to be dangerous. And with this high voltage, electrocution would be more likely at such a distance. And at a welding site, the other workers don't wear anything.

at the end of the video the electric arc had became the same arc from an arc welder. it is amazing how so much voltage can lead to enough flash of light that can harm your eyes.
I'm surprised that the crane cable touching the power line didn't melt away, so the arcing on the ground would stop.

It would seem that way but all the heat is going to build up in the areas of high resistance like at the ground and the joints of the support legs. I suppose as it continues to arc weld that truck into one solid piece it would eventually make it up the the cable.
