Pushback trucks can also pull when it might be dangerous or damaging to the airport for aircraft to power-up their engines.

Well the car is towing the aircarft is because that happens when the engines are off could be to problems in the aircarft well this in newark is not rare I have seen this my entire life,and the aircraft engines are off.Hope it answers your question

That is a keen observation! Actually, those vehicles can be used for pushback or aircraft towing operations. I am not sure why that particular plane is being towed. Great question!
