The bureaucracy , police, army and intelligence has to be over-hauled to operate on merit only. Remove political patronization.
Better educated and honest leaders.
People should not tolerate corruption and criminals anymore.
Create a national open online database listing all criminals and corrupt leaders and let the people deal with them with hockey sticks.
