basically setting it up as a startup program for the administrative user?
that would definitely get past the permissions limitations on patched/newer versions of windows but can you edit that kind of stuff from a limited account? Seeing how old your post is, I'll assume you've tried it, can you tell me if it worked, or even better, if it still works? I'm using a legacy system atm so.....

no doubt you tried this at a schools computer or on a remote computer
most computers at schools (at least the half decent ones) use a network boot. Some will have a firewall between the computers and the area in which they store the boot information.
Therefore you are trying to remote access a computer, their firewall blocked your sorry ass and you have no idea how to g et past their mediocre protection.
