1. HIV is an emergent virus that jumped the species gap probably in the early 1900, very closely related to multiple strains of simian immunodeficiency virus. I hasten to point out other viruses have too, Nipa, swine flu, ebola etc.
2. Can't prove it wrong but seems very unlikely. I mean think about it if this was meant to be a weapon of mass destruction against enemies of the USA why infect the home population? Why make it kill so slowly? Why make it sensitive to anti-virals?
