That's a patent issue. While I question the validity of patents on living organisms, you can't prevent one company from enforcing its patents, unless you revise the patent laws themselves. The law is equal for all.
Keep in mind that Monsanto is a business, not a charity, and consumers should be protected from counterfeit seed. It may be wrong for Monsanto to take advantage of poor farmers, but it's even worse when counterfeiters are doing it.
the farmers in the third world countries ARE FORCED to buy Mosanto crops that can be used ONLY ONE time and then if they do not buy again or dare to reuse them, they are penalized severely by having to pay thousands of dollars in penalties! Are you kidding me? And then we will combat poverty and enforce human security and global health this way???

Best way to get food security is shut down the food crop to fuel industry for good. Maize is meant to be eaten, not burned.
If you want alternative fuel, harmonise the EU vehicle registration and inspection, making it easier and more affordable for people to convert their cars to run on autogas.
