@yochanan12 It depends on what singing means. If singing means (boringly) repeating the notes of the song with a "beautiful" voice, then Dylan cannot sing. If singing means spit out your soul, and making people understand what you feel in the very moment of the song, then Dylan is inimitable.

@yochanan12 People say that Bob could never sing, and to be honest he cant in the way other musicians do. Even he admitted to not being able to sing, but that's just it. His voice isn't refined and beautiful and pampered like some everyday singer; its rough, course, worn down, tired, sad and reflective of the experiences he and we all have had throughout our years, which makes him who he is to us, and to himself.
