Since its inception in 2003, The Norwegian Oil Industry Association's Gas Leak Reduction Project has contributed to reducing the number of gas leaks on the Norwegian continental shelf. The project has set ambitious goals for further reductions. One of the implemented initiatives is the Industry Requirement Project, which is aimed at raising the competency levels of everyone operating equipment on hydrocarbon installations.

The new industry requirements will ensure documented competence. This entails that everyone working on valves, flanges, fittings, and process equipment on hydrocarbon installations, must complete relevant courses.

Completed courses will be documented by a Certificate of Completion, valid for a four year period. Everyone must be certified by the end of 2011.

In conjunction with this implementation of new industry requirements, a film has been developed as a basis for HSE meetings on offshore units and installations. This film has been developed by Mintra on commission from The Norwegian Oil Industry Association and Working Together for Safety.
