Nobody is going to be fined. As i've explained above, it's only by consenting yourself to THEIR contract that it becomes legally binding.

As for libya, we've spent alot more than 150m already.

any officer be it police, council etc... NEEDS to find out your name, its the 1st question they ask. Once they have this they can use a load of statutes, acts, legislation against that name, WITHOUT the name they cannot use the force of law to action these statutes upon you. Your parents created your name on your birth certificate, thus giving the rights of that name to the crown, they can then take action upon that name. If you do not break a law you are not obliged to give that name.
