The title in english is "Curious Shanghai old tile" and it's presumed to be Rinnosuke's(the only human looking male to ever appear in Touhou media so far) official theme because ZUN himself made it for Rinnosuke for the fan made game that is Touhou Unreal Mahjong.

I wouldn't tell someone, that I don't understand them, if google would be able to translate it in a way, that is understandable. Punch the comment up there into google-trans and tell me if it makes sense to you. It doesn't to me.
