Here in the Uk where our gallon is 4.5Litres which is slightly larger than your Us gallon i have managed 89mpg from my Smart CDi diesel which is surprisingly poor when you consider some have managed over 100mpg.
A man i spoke to in Canada who owns a CDi 45hp version got 116mpg which is a more realistic target for what is the worlds least polluting combustion engined vehicle.
Let me see... your quad IS a toy for um OFF road use. My Toy as you call it is a legit and sound form of transportation. I've driven over 13000 miles in 11 months. I've have not had a single issue with my car. I've changed the oil twice and oh yeah put a new wiper blade on the rear window. Too bad you don't see a sound reliable vehicle. Have fun with your Quad
Driving a smart fast on a windy day can be an adrenaline rush. I've driven the Turnpike and Interstate 4 during a tropical storm. A very interesting experience.

Currently fuel here in the UK retails for £1.38 a litre and we need 4.5 of those litres to make a gallon.
My Smart CDi is tax free and very cheap to insure.
When you are paying well over £6 a gallon it makes sense to drive a fuel efficient car.
Mercedes do not think the Americans are worthy of the Smart diesel so they gave you the petrol or gas version instead which is underpowered.
The CDi which i own consumes very little fuel and costs half of what Toyota charge for a Prius.

I own the Smart ForTwo CDi and have achieved a genuine 91mpg.
Here in the Uk our gallon is slightly larger than that in the Us.
A Prius here in the Uk retails for nearly £20,000 and in independant tests averages around 60mpg.
Hybrid vehicles are too expensive and none of them return 90mpg or better.
One chap here in the Uk managed to squeeze 117mpg from a CDi Smart.
As for safety Mercedes wouldnot sell them if they were unsafe.

smart cars are terrible. supprising bad mpg for what they are, to small no cargo bad ride ugly to many.

i go on normal roads up to 85MPH, it doesn't feel like 85, if it's not windy, the smart loves to go fast.
