Yes, "Whiteman swings it" is correct and is indeed a direct reference to Paul Whiteman, one of the most popular band leaders at the time of this recording (1935).

c'est une expression qui date depuis la nuit des temps, sa vient des jeux pour enfants tu sais pour par exemple désigner quelqu'un pour faire un gage, genre "plouf plouf," et bah en anglais ils chante leur truk et a la fin il diz "eenie meenie miney mo", sa a jamais eté une histoire de rap meme si c 'est vrai ke sa a souvent été employé dans ces chansons lol

Billie Holiday can make even the most idiotic lyrics sound meaningful. But I think there is a mistake in the lyrics above. Wouldn't it be "Whiteman" swings it? Paul Whiteman.
