The base line belongs to the runner and the catcher should be there only when he is fielding a ball or when he already has the ball in his hand." And he did not touch the plate, unless of course his fingers can magically pass through objects such as cleats.

@HAWHYSOSERIOUS you can "block" the plate when making a play. The catcher let go of the ball after mcclelland made the bad call.
