In foreign countries, loud, rude disruptive students are expelled for good. In America, problem students are allowed to remain in the class!
Private schools give the illusion of doing a better job. They test students prior to registration and only accept those with high IQs.
Charter schools have the option of expelling problem students and sending them back to their public school!
Public schools accept ALL students, even those with learning disabilities or limited English skills.
