Not always. Metal Gear Solid for instance - even Hideo Kojima said he liked the English actors over the Japanese actors. In this case, though, the Japanese version prevails hands down.

Japanese Dubs in games are ALWAYS better than the goofy dorky English Dubs..

If you can hear how STUPID many of the characters sound in FFX in English...
