You can also change the gearing to make it much faster. Does it use the oem clutch from the other engine?

my dads stock 97 g16 can do 21 mph with limiter on, 96 g16 can do 19 mph, but that one is lifted.

Yes - But no. It's not economical to convert an electric cart to gas. You will have to purchase a gas rear end / tranny with all the clutches, electricals, etc. Better off to build a gasser from a gasser...
