No, he isn't. He's Pip. But he's Seras' companion (instead of servant, Seras and Pip chose to be a team-equals-lovers). When a vampire drinks blood, they take everything from the people: body, soul, mind. That's why they are dangerous.
Seras isn't a No Life King, she's not like Alucard. She isn't a tyrant. "Familiar" is a term made up by fandom, they are lives. In Alucard's case, he slaves them. Seras only agreed to have Pip as an equal to "fight together."
