Filmed at Portcullis House , London.The forum agreed a three pronged action plan was needed to shift public and institutional attitudes of vocational qualifications.

The plan is designed to prevent vocational qualifications being seen as the second class citizen to traditional academic learning. It covers:
• the provision of vocational learning
• people's attitude towards vocational qualifications and jobs
• earlier participation in practical learning
